PROJECTS Flood risk 6 W e need to understand the complexity of interdependent relations between different critical infrastructure systems better and analyse them together. Deltares developed the collaborative CIrcle approach to address this need. With the CIrcle tool as the centerpiece, a CIrcle workshop brings together critical infrastructure operators, emergency services and end users so that they can develop strategies to increase the resilience of critical infrastructures and society. The CIrcle approach has been successfully applied in case studies throughout the world. It has been used, for example, to help update crisis management plans, develop climate adaptation strategies and conduct post-event analyses of critical infrastructure failures. A core strength of the CIrcle approach is the use of Open Data sources and collaborative mapping techniques. Insights from the CIrcle workshop have helped government institutions, municipalities and operators of critical infrastructure to prepare better for natural hazards and to manage risks associated with failures of critical infrastructure. In the course of these projects, participants, project partners and other stakeholders expressed considerable interest in applying the CIrcle approach on a larger scale. Deltares launched a freely available CIrcle online tool during the 2018 Understanding Risk Forum in Mexico City. With almost 1,200 participants from more than 100 countries, this biennial event organised by the Global Facility for Disaster Reduction and Recovery (GFDRR) is one of the largest in the field of disaster risk management. GFDRR is a grant-funding organisationmanaged by the World Bank that supports projects for disaster risk management worldwide. The CIrcle tool is available in ten different languages. Users can set up the tool with the critical infrastructures and facilities relevant for their area in two steps, and identify cascading effects in collaboration with the stakeholders in their area. To facilitate use by other organisations better, a train-the-trainer concept and webinars are available for the preparation of CIrcle workshops. More than 100 experts have registered and used CIrcle online since the launch. With CIrcle online, Deltares supports efforts to make societies more resilient by understanding and managing risks associated with failures of critical infrastructure through collaborative modelling and the use of Open Data.
